Kyle Lynn Grazier, DrPH, MPH, MS

Professor Grazier’s scholarship focuses on national and international health insurance and payment design for behavioral health systems. She was a Fulbright Research Scholar (2017-2018) in Croatia developing innovative financing and delivery models for sustainable primary care and behavioral health. Much of her work focuses on vulnerable populations; she is evaluating the PPACA and the Michigan's Medicaid health care program, the Healthy Michigan Plan, for the impact on health insurance premium rates over time. S
She was a committee member of the National Academy of Sciences, Engineering and Medicine, Blueprint for a National Prevention Infrastructure for Behavioral Health Disorders (2025) and contributed to the Institute of Medicine’s Committee on redesigning health insurance performance measures. She received distinguished service awards from ACHE, where she was the editor for over a decade of the Journal of Healthcare Management, and has been recognized by HHS, NIMH, and a number of foundations.
She was PI and director of the UM behavioral health workforce research center, Co-PI of MICHR and director of the evaluation core and co-director of the mental health core. She chaired several University programs including the UM Michigan Healthy Communities and chaired the UM provost and presidential committees to redesign and sustain health insurance benefits for all campuses of the University of Michigan.
She serves on the Board of Directors of the Corner Health Center in Ypsilanti, MI where she currently sits on the Finance Committee.
Dr. Grazier has served on the Board of Directors for IUHealth System since 2015 ,and has chaired the Patient Safety and Quality Committee, the Governance Committee, the Technology and Infrastructure Committee, and the Investments Committee; she has also been a member of the Talent Management and Compensation; Finance; Education and Research; Audit and Compliance; and the Values, Ethics and Social Responsibility Committees.
She teaches courses in finance, insurance and payment systems. In the residential and executive master’s programs.

Projects:
In its seventh year of funding, The Healthy Michigan Plan: Impact on Insurance Premium
Rates, examines mandated insurance rate filings to assess the impact of the ACA, Medicaid
expansion, and insurance regulations on the premium costs of health plans offered
in Michigan.
The HRSA-funded Behavioral Health Workforce Research Center, directed by Dr. Grazier, conducts research on issues affecting the demand, supply, and payment for providers of services to those with behavioral health needs, as well as workforce training and wellbeing.
Dr. Grazier collaborates with investigators in the department of Psychiatry to determine the cost of computer-assisted suicide screening of adolescents in emergency departments.
Faculty and community collaborations developed through a Fulbright Fellowship in eastern Europe continue to provide a framework for expanded integrated behavioral health services in Croatia and the region.
